Abstract:
So-called 'high reliability organisations' are frequently seen as models for others to follow. But if we are to learn from HROs (high reliability organisations) we must first be able to identify them. How do we know one when we see one? What are the criteria by which we can decide whether or not an organisation is an HRO? How do HROs differ from non-HROs? These are the questions that motivate this paper.
