The aims of this review were to minimise the loss of work resulting from ill health and to find ways of reducing the burdens and costs. It examined the actions of individuals, employers, healthcare professionals and official agencies made in response to sickness absence, and the incentives and disincentives that shape those actions. It also examined the balance of costs that fall on individuals, employers and the State.
