This report was based on a survey of more than 1700 British employers. The survey results indicate that although motivational factors have remained unchanged, ie risk to reputation, enforcement/regulation, the moral case, avoiding cost of accidents and business incentives, some factors, such as the financial incentives of insurance premiums, have increased in influence. The research implies that no single compliance incentive will be effective across organisations. Compliance strategies therefore need to be targeted to the attitudes of the individual organisation.
