"Vulnerable workers" are considered workers whose participation in the labour market leaves their well-being at risk. This report provides a synthesis of the key findings of studies undertaken to explore who the vulnerable workers are in Canada, why they are vulnerable, and what can be done to open up opportunities for them to improve their economic security. It also includes some other recent literature on vulnerable workers, with an emphasis on the policy implications of this research.
